Does anyone know whats with www.anarchy.com.?

When you go to the url it just shows a picture of Bart Simpson writing on a chalk board and a message that says still under construction since 1994 it has been the same for years. Does anyone know the story behind this or what they have benn constructing for almost 20 years. I have literally wondered for years about this. Any info would be greatly appreciated. Thank you all.
